Official documentation shows this product does not offer the task. Mailgun offers no inbox/mailbox creation API available to current accounts. Its user manual states plainly "Since Mailgun does not host mailboxes, our service does not use the POP or IMAP protocols." The only documented mailbox create/delete endpoints (POST/DELETE /<domain>/mailboxes) are marked in the API reference as "a legacy feature of Mailgun that is no longer offered to new customers," with the Store() endpoint (message storage for inbound routes, not an inbox with a deliverable address returned by a create call) recommended instead. Therefore a new account cannot create an inbox with a deliverable address via Mailgun's API and then delete it.
