ZoomInfo documents a usage operation (agent confirmed GET /lookup/usage and GET /gtm/data/v1/users/usage return 401 rather than 404, evidence/endpoint-probes-unauthenticated.txt), so the 'no documented usage operation' exemption in the success criteria does not apply. Zero of the three required HTTP 200 requests were made. Credentials were genuinely unobtainable: transcript lines 44-45 show a bare key request {"kind":"secret","label":"ZoomInfo API key"} -> {"outcome":"skipped"}, and lines 70-71 a username/password request -> {"outcome":"skipped"}; an env scan (line 51-52) showed no ZoomInfo variable or credential file, and POST https://api.zoominfo.com/authenticate returned HTTP 400 'Missing required parameters: username or email must be entered, password must not be blank', confirming auth is the only missing input. Completed setup is real: saved code/reconcile_usage.py (stdlib urllib, authenticate -> /lookup/usage -> one POST /enrich/company with matchCompanyInput companyWebsite stripe.com -> /lookup/usage, token redacted before writing) and code/commands.sh, syntax-checked and run to a clean exit 2 with no credentials (evidence/run-no-credentials.txt). All ZoomInfo doc hosts were proxy-blocked (CONNECT 403) while raw.githubusercontent.com returned 301, so the documented price was quoted from web-search snippets and labelled as such. Nothing was fabricated or mocked, and no access or bearer token appears in any artifact (the only JWT on disk is the harness's own pre-existing .claude/policy-limits.json.signature.json).
