Judge reason

No Foxy hAPI operation ever executed. The only artifacts are commands.log, evidence/BLOCKER.json and an unrun script foxy_cart_flow.py; there are no raw JSON responses for cart creation, item creation, or create_session. The transcript shows every Foxy host denied at CONNECT: 'curl: (56) CONNECT tunnel failed, response 403' / HTTP:000 for api.foxycart.com, api.foxy.io, www.foxy.io and foxy.io, including a POST to https://api.foxycart.com/token, while control host api.anthropic.com returned HTTP 404 through the same proxy. 'env | grep -ic foxy' returned 0, so no OAuth client_id/client_secret/refresh_token were present; benchmark-request for network access (twice) and for the credentials all returned {"outcome":"timed_out"}. Setup completed and credited: the agent correctly identified api.foxycart.com as the hAPI host and the refresh-token grant at /token, and authored plus syntax-checked a full flow script (POST fx:carts -> POST fx:items with name 'Blue T-Shirt', price 12.50, quantity 2, code 'TSHIRT-BLUE' -> GET items -> POST fx:create_session with assertions on non-empty session_id and 'fcsid' in cart_link). It never ran, and the agent itself reported the task blocked and did not call benchmark-success. No benchmark-first-success.json exists.
